This is created using a variation of the player projection model. But instead of individual players it looks at expected performance for each team at each position, and then considers strength/weakness of matchup variables.
This is showing, for example, in Week 5 Toronto Runningbacks are expected to have the most fantasy-point-friendly matchup. Calgary receivers are expected to have the most difficult matchup ( Edmonton ranked last due to Bye week ).
