This is created using a variation of the player projection model. But instead of individual players it looks at expected performance for each team at each position, and then considers strength/weakness of matchup variables.
This is showing, for example, in Week 11 Edmonton QBs are expected to have the most fantasy-point-friendly matchup as Hamilton’s defense gives up the most fantasy points to opposing QBs, and Edmonton QBs have been surging as of late, now scoring the 2nd most FPTS in the league.
